JOB OPENING NOTICE
DEPARTMENT: WATER TREATMENT PLANT
JOB TITLE: WATER PRODUCTION ADMINISTRATOR
JOB DESCRIPTION: Under general supervision, assists in planning and oversight of efficient administration of the operation and maintenance of the Greenwood CPW W.R. Wise Water Treatment Plant to ensure compliance with all state, federal and AWWA Partnership strict water quality standards. Coordinates activities of employees engaged in operating and maintaining equipment in the Water Treatment Plant. Directs activities of the employees engaged in filtering, chemically treating, pumping, and testing raw and potable water. Maintains records on chemicals use and chemical results of water. Reports all required data to the state. Works with Customer Service in responding to customers. Reports to the Water Plant Superintendent.
MINIMUM TRAINING AND EXPERIENCE: Requires a bachelor’s degree with a minimum of eight years of experience working in a water treatment plant with some experience at the supervisory level or any equivalent combination of education and experience that provide the required knowledge, skills, and abilities. Must possess a SC Class A Water Treatment Operators license or equivalent. Must have the ability to operate a variety of equipment used in a plant and possess a valid driver’s license.
ESSENTIAL JOB FUNCTION INCLUDE, BUT NOT LIMITED TO:
- Assists in day to day observations of water treatment processes to ensure regulatory compliance. Provides guidance, leads and directs plant activities to meet optimization goals and regulatory requirements.
- Schedules operators’ shift work to cover vacations, sick leave, overtime, and gas control.
- Reviews daily water quality and operational records of water treatment processes.
- Orders treatment chemicals as needed and maintains inventory records of treatment chemicals.
- Reports equipment breakdowns to maintenance staff and follows up on corrective/preventative work.
- Assists in scheduling water plant shutdowns for maintenance work on equipment and processes.
- Assists in coordinating activities between operators and maintenance staff.
- Assists in developing standard operating procedures and conducting training sessions with staff.
- Assists in developing and maintaining safety programs and conduct safety training sessions with staff.
- Assists in the preparation of the annual operating budget.
- Assists in the enforcement of the proper use and wear of employee uniforms per uniform policy.
- Assists in customer service duties; reviewing trouble calls compiled by operators, complaints, etc.
- Assists in gas control activities and training; coordination between operators and gas control department.
- Maintains the Partnership for Safe Water optimization programs for water treatment and distribution.
- Assists in training new employees and preparing new employees to pass certification/licensing exams.
- Assists in conducting water plant tours for school and civic organizations.
- Assists in monitoring the overall cleanliness and upkeep of facilities by janitorial contractor and Water Treatment Plant staff.
- Receives and/or reviews various information such as DHEC monthly report, employee time sheets and schedules, pumping reports, SOPs, daily filter logs, daily operation water quality bench sheets, and distribution water results, etc.
- Prepares and/or generates various documents such as DHEC monthly report, chemical testing, standards and methods for general management, operator work schedules, Partnership for Safe water reports, SOP, gas control hours, chemical inventory records, etc.
- Refers to DHEC regulations, chemical testing, standard operating procedures, daily water quality bench sheets, filter logs, pumping reports, reference books, etc.
- Uses a variety of computer software programs and equipment such as SCADA computer system, Rockwell Automation, laptop computers, copiers, printers, Excel, Word, PowerPoint, etc.
- Operates a variety of equipment and machinery such as water pumps, chemical feed pumps, computers, meters, probes, generators, vehicles, etc.
- Utilizes a variety of tools such as a chemical hoist, valve wrench, screw drivers, wrenches, and laboratory instruments.
- Utilizes a variety of materials and supplies such as laboratory chemicals, glassware, supplies, office equipment and supplies.
- Interacts and communicates with plant operators, maintenance staff, customers, plant superintendent, gas control staff and the water department director.
