JOB DESCRIPTION: Under limited supervision, coordinates and performs the technical engineering and activities required for the water, natural gas and electric departments. Plans, designs and provides construction oversight of utility projects. Plans, manages and finalizes projects utilizing accepted engineering and construction practices within approved company methodology. Candidate must possess the ability to acquire necessary resources while coordinating the efforts of internal and external team members, contractors, consultants, funding agencies, the general public, material suppliers, and permitting agencies in order to deliver projects according to plan. While not a supervisory position, candidate must possess the skills to coordinate and gain consensus from a diverse group of people, delegate tasks, and hold parties accountable in coordination with the departmental director. Responsibilities include planning and conducting independent work requiring judgment in the evaluation, selection, application and adaptation of engineering techniques, procedures and criteria. Candidate shall possess ability to prepare or modify drawings, details, specifications, calculations, charts, graphs, spreadsheets, reports and monitor work for compliance with applicable codes, budgetary limitations, accepted engineering practices and company standards. Performs related work as required or necessary. Reports to the Director of Engineering

MINIMUM TRAINING AND EXPERIENCE: Requires a bachelor’s degree in civil or mechanical engineering supplemented by three years of technical experience in utilities engineering, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Requires registration as a Professional Engineer in the state of South Carolina, or the ability to obtain registration within four (4) years. Requires a valid driver’s license.


• Provides coordination and assistance for Capital Improvement projects and development projects. Uses independent judgment to develop, design and permit projects in a timely and cost-effective manner.
• Provides technical oversight of assigned projects, including, but not limited to planning, cost estimating, engineering design, review of plans, specifications, permitting, submittals and pay requests, construction inspection, construction contract administration, as-built/record drawings, and project closeout documentation.
• Serves as a lead design engineer for water utility related projects. Provides technical assistance and promotes uniformity in bidding and contract documents for water, gas and electric utility projects.
• Coordinates projects with local, state, and federal regulatory agencies, as applicable.
• Coordinates with consultant engineers for large design projects.
• Coordinates work with other disciplines such as architectural, mechanical, electrical, HVAC, etc. as needed to complete assigned projects.
• Performs technical tasks related to projects such as modeling, report preparation, calculations, computer aided design, specification creation/modification, and underground utility locating and surveying.
• Maintains project files, record files, and current technical manual.
• Provides technical assistance to engineering staff and other departments.
• Leads design projects and coordinates project related activities of project team members, in cooperation with team member’s supervisor.
• Represents the CPW at various municipal and public meetings related to groups and governmental agencies in the development and approval of assigned projects.
• Operates standard office equipment including a computer, printer, blueprint machine, plotter, calculator and telephone; utilizes a level, drafting instruments and various hand tools.
