JOB TITLE: SUBSTATION, AUTOMATION AND RELIABILITY TECHNICIAN

JOB DESCRIPTION:
Under limited supervision, supports system automation, monitoring, reliability, and data acquisition by overseeing the use and maintenance of various platforms that control or provide data for the electric distribution system such as Supervisory Control and Data Acquisition (SCADA), EV charging, and Advanced Metering Infrastructure; provides analysis on collected data in an effort to ensure safe, efficient, reliable electrical service to customers; provides user training and support as needed. Develops detailed drawings and information for standards, specifications, and procedures. Performs other technical and administrative work as required. Reports to the Electric Utilities Director.

MINIMUM TRAINING AND EXPERIENCE:
Requires an associate degree in engineering technology, electrical engineering or related field supplemented by five years of experience in electric utility operations and substation automation and control equipment, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Must have a valid driver’s license.

ESSENTIAL JOB FUNCTION INCLUDE, BUT NOT LIMITED TO:
• Plans, evaluates, and administers the implementation of all hardware and software improvements necessary for monitoring, automating, and controlling the electric distribution system. This includes SCADA, EV charging, and Advanced Metering Infrastructure.
• Manages the successful interface of peripheral IED’s and monitoring devices with the appropriate networks
• Installs, inspects, services, maintains, replaces and troubleshoots a variety of electrical and electronic/electro-mechanical equipment, telemetry systems, and other computerized process control equipment such as PLCs, RTUs, RTACs, and other SCADA system devices.
• Maintains both real time and historical SCADA databases.
• Maintains the pole number database.
• Maintains the outage database and provides monthly reliability reports.
• Works with IT on managing SCADA Network passwords and security.
• Monitors electric load and weather to predict and implement load control.
• Creates queries and reports from various data sources including SCADA, AMI, and the Outage database.
• Updates data in GIS and staking software applications.
• Assists in the creation of any GIS application for mapping, design, data collection, etc.
• Coordinates with Customer Service, GIS, and IT to ensure AMI data is correct.
• Monitors and mines the AMI system for data that can help improve system reliability or reduce outage times.
• Models and analyzes system data to make recommendations that improve system reliability, loading, and efficiency.
• Inspects the existing distribution system and implements changes for preventive maintenance and upgrades.
• Assists with the design of new electrical systems for homes, subdivisions, shopping centers, etc., using computer-aided drafting software and manual drafting tools.
• Assists with developing, documenting, and maintaining departmental standards, specifications, and procedures.
• Maintains and tests standby generators.
• As needed assists with substation maintenance, troubleshooting, repairs, installation, and training on all substation equipment.
• Assists in the installation and testing of fiber optic cabling.
• Supports the grant preparation, application, and administration process through research and generation of necessary documentation.
• Utilizes software such as Microsoft Excel, Word, Outlook, PowerPoint, Access; ESRI’s Arc GIS; AutoCAD.
• Performs general technical/office work as required, including but not limited to entering computer data, copying and filing documents, attending meetings, etc.
• Receives, reviews, prepares and/or submits a variety of documents such as construction plans, bills and invoices, statistical data, encroachment permits, weather data, job orders, spreadsheets, graphs, memos, correspondence, technical and routine reports, etc.
• Operates a vehicle and a variety of equipment such as computers, printers, copier, telephone, drafting tools, small hand tools, voltmeter, etc.
• Interacts and communicates with immediate supervisor, co-workers, other department heads and employees, customers, consultants, engineers, contractors, developers, and the general public.

JOB GRADE: Grade 25 ($74,132 – $103,785)
